BAT STANDARDS AND REQUIREMENTS For dpyb for 2023

You can use USSSA and/or USA certified bats.  2 ¾ or 2 5/8 barrels are allowed in league play.   (In Pony sanctioned ALL STAR tournaments, you can only use USA certified bats.)

USA Baseball and Major League Baseball teamed up with a number of prominent medical professionals to develop a series of guidelines to help protect young athletes.  DPYB uses some of these guidelines, and have added “and a game” rule.  All DPYB league managers shall adhere to the minimum days of rest, and the game off, required by the information listed below.    

IMPLEMENTED SPRING 2024 LEAGUE WIDE: Pitchers reaching their maximum number of pitches in a day while pitching to a batter, may finish pitching to that batter before being removed. Note:  The pitcher will only be required to observe the calendar day(s) of rest for the threshold he/she reached during the start of that at-bat, provided that the pitcher is removed before delivering a pitch to the next batter.  Example:  Pitcher is at 34 pitches at the star of the at-bat.  Pitcher throws 4 pitches to current batter and is removed before delivering a pitch to the next batter.  His/her required rest would be in line with the 35 pitch limitations.

Game Rest for pitch counts: An additional game day will be incorporated into the mandated calendar days of rest required for a pitcher to become eligible. The “and a game” modification applies to each division where pitches exceed the following in a single game:  
Pinto 8 – 36 or more pitches
Bronco – 51 or more pitches
Mustang – 36 or more pitches
Pony – 51 or more pitches  
All managers, coaches, and parents should recognize that the reason for the adjustment to the rule is to protect the throwing arm of our young players. More players gaining the skills of pitching is healthier for the players in our league and is consistent with our league’s mission in developing all baseball players. Pinto KP Division Pitching Rules
Daily Max (Pitches in a Game) 50
If a player pitches 36 - 50 pitches in a day, two (2) calendar days of rest and a game must be observed.
If a player pitches 21 - 35 pitches in a day, one (1) calendar day of rest must be observed.
If a player pitches 1-20 pitches in a day, no calendar day of rest is required before pitching again.  

Mustang Division Pitching Rules  
Daily Max (Pitches in a Game) is 75 pitches
If a player pitches 66 or more pitches in a day, four (4) calendar days of rest and a game must be observed.
If a player pitches 51 - 65 or more pitches in a day, three (3) calendar days of rest and a game must be observed. If a player pitches 36 - 50 pitches in a day, two (2) calendar days of rest and a game must be observed.
If a player pitches 21 - 35 pitches in a day, one (1) calendar day of rest must be observed. If a player pitches 1 - 20 pitches in a day, no calendar day of rest is required before pitching again.

Bronco Division Pitching Rules  
Daily Max (Pitches in a Game) is 85 pitches
If a player pitches 66 or more pitches in a day, four (4) calendar days of rest and a game must be observed.
If a player pitches 51 - 65 or more pitches in a day, three (3) calendar days of rest and a game must be observed.
If a player pitches 36 - 50 pitches in a day, two (2) calendar days of rest
If a player pitches 21 - 35 pitches in a day, one (1) calendar day of rest must be observed.
If a player pitches 1 - 20 pitches in a day, no calendar day of rest is required before pitching again.

Pony Division Pitching Rules  
Daily Max (Pitches in a Game) is 95 pitches
If a player pitches 66 or more pitches in a day, four (4) calendar days of rest and a game must be observed.
If a player pitches 51 - 65 or more pitches in a day, three (3) calendar days of rest and a game must be observed.
If a player pitches 36 - 50 pitches in a day, two (2) calendar days of rest.
If a player pitches 21 - 35 pitches in a day, one (1) calendar day of rest must be observed.
If a player pitches 1 - 20 pitches in a day, no calendar day of rest is required before pitching again. 

Pitching and Catching in the Same Game  
For the purpose of this rule an inning counted toward a catcher limit is defined as any part of an inning, including a single warmup pitch.  

PKP and Mustang:
1. A player that pitches 41 or more pitches in a game CANNOT play catcher in that same game.  
2. A player can catch a maximum of 2 innings if they intend to also pitch in that game; If a player starts a 3rd inning as the catcher they cannot pitch in that game. 

Bronco and Pony divisions: 
1. A player that pitches 41 or more pitches in a game CANNOT play catcher in that same game.
2. A player can catch a maximum of 3 innings if they intend to also pitch in that game; If a player starts a 4th inning as the catcher they cannot pitch in that game.
Discussion: In theory, this means a player can catch for 3 innings and then still pitch up to 40 pitches in the same game.  

When factoring allowable limits, compounded by warm ups for each.  The rule is designed to protect young arms; it is imperfectly drafted because it cannot factor long or short innings when considering the number of throws a catcher is making.  Coaches should consider the spirit of the rule and the protection it is intended to give players in making decisions about what their players do. 


Tie-Breakers for Regular Season Pool Play (adapted from PONY 2016 Rulebook)

(1) When two teams within a division have identical win-loss records, the winner of the head-to-head competition between those two teams shall advance.  If head-to-head competition is equal, the least number of runs allowed by a team in ALL regular season games played will advance that team as champion. 

(2) When three teams within a division have identical won-loss records, the following will apply:

(a) If one team has head to head advantages against the other two teams, the team with the head to head advantages advances.  Refer to rule 1 above for the two remaining teams.

(b) The least number of runs allowed by a team in ALL regular season games played will advance that team as champion.  If a second place team is required revert back to number one (1).

(c) When all three teams have the same number of runs allowed, the team with the most net runs (runs scored minus runs allowed) will advance.  If a second team is required revert back to number one (1).

If teams remain tied after consideration of “a” and “b” the team that scored the most runs in their games will advance.  If a second place team is required revert back to number one (1).
